Several women reported being touched inappropriately and sprayed with an unknown substance by Jamir Rashed Madden, 19, in Target and Petco located in the Waugh Chapel Towne Centre around 11:45 a.m., Tuesday, Dec. 27, according to Anne Arundel County police.
While investigating initial calls, a third call was made from the Safeway in the adjacent shopping center, police say.
Officers were then able to locate the suspect and was initially cooperative, but fled when officers asked him to step out of the vehicle he was found in. Madden drove directly at and nearly struck officers on foot, and police vehicles twice. A brief chase began until Madden drove his vehicle into a ditch.
After Madden was positively identified, at least seven women came forward with similar claims against him.
A bottle that was labeled as lotion was recovered and submitted for analysis.
The suspect was charged with multiple counts of assault, sex offense, and traffic offenses. Western District detectives are investigating and the motive is still unknown. Anyone with any information is asked to call 410-222-6155 or the TipLine at 410-222-4700.
